I want to know if Haichu can be the kage of the snow and kura kage of either the rain or waterfall (more rain then waterfall)

since we don't have our own custom villages

Pein is the leader of rain right now.....sorry.

Haichu will have to go through a certain test. Kura could claim Waterfall though, as long as she is responsible over her village.
